Portfolio by confidence
Projects are grouped by confidence so leadership can tell the difference between "this is fine" and "we do not have enough signal to know yet." The view is served from persisted snapshots for speed.
Access and isolation
The portfolio is gated to leadership and admin roles, with tenant isolation enforced twice: a company filter on the query and an assertion after the read. When no projects are tracked yet, it shows an honest empty state rather than invented metrics. Earlier mock figures (an "org velocity" pill, a portfolio trend chart) were removed; the view shows only real data.
